Cilia Flores' request for house arrest was unsuccessful, and prosecutors unsealed a superseding indictment adding a torture conspiracy charge.
Judge Alvin K. Hellerstein heard the pretrial release request in the Southern District of New York. According to Courthouse News, Flores argued unsuccessfully for her release on health grounds. Maduro was not present.
During the same hearing the government unsealed a superseding indictment adding a charge of conspiracy to commit torture against Maduro and Flores. The defendants were arraigned on it on October 15, 2026.
